This is a bit messy and probably needs some followups. This stuff has changed from a compatibility viewpoint:
- The query works differently now (but in a better, modern way), so existing saved queries will need to be updated.
- I've removed the counters from the home page instead of updating them, since they're going to get wiped out by ProfileMenu soon anyway.
- When bucketed queries return too many results (more than 1,000) we now show a warning about it. This isn't greaaaat but it seems good enough for now.

Summary:
Fixes T6630. Long ago, "Audit", "Diffusion" and "Repositories" were three totally separate applications.
This separation isn't useful and the three rapidly became intertwined. Ideally, they would all be one application.
This doesn't take us quite that far, but Audit no longer has any controllers and has little actual behavior.
The "Audit" screen has always just been a SearchEngine view of commits with some filters on it, and this formalizes that and puts a link to it in Diffusion. (This view has other uses, too.)
Test Plan:
- Accessed audit from home page.
- Accessed audit/commits from Diffusion.
- Could no longer uninstall Audit on its own.
- Grepped for `/audit/` and `AuditApplication`.

The warning is correct, these strings are not extactable and can not be translated.
Fix it so they can be extracted and translated.
Broadly, in all cases we want to render one of these:

Summary:
Fixes T9279. Modernizes the SearchEngine and Query classes. User-facing changes:
- Added order by commit date, default to order by commit date with newest commits first.
- Added explicit "Needs Audit by".
- Added new `packages(...)` typeahead function.
- Picked up automatic subscribers, projects, and order fields.
This changes behavior a little bit: we previously attempted to exclude, e.g., commits which a package you own needs to audit, but which you have resigned from. This is difficult in general and I think it needs a more comprehensive solution. This shouldn't impact users much, anyway.

This diff has two issues as is... 1) the differential data fetching is pretty cheesey, but it looks like we can't just issue three separate databases to get the right data? 2) the translations break, since I am turning this into a string (and not an int) so the whole pluralization bit fails. I think 1 is okay as is and 2 needs to be fixed though I am not sure how to best do that...

This does some backend cleanup of the tile stuff, and some general cleanup of other application things:
- Users who haven't customized preferences get a small, specific set of pinned applications: Differential, Maniphest, Diffusion, Audit, Phriction, Projects (and, for administrators, Auth, Config and People).
- Old tile size methods are replaced with `isPinnnedByDefault()`.
- Shortened some short descriptions.
- `shouldAppearInLaunchView()` replaced by less ambiguous `isLaunchable()`.
- Added a marker for third-party / extension applications.
Test Plan: Faked away my preferences and viewed the home page, saw a smaller set of default pins.

Summary: ...also kills off "PhabricatorAuditCommitQuery" and "PhabricatorAuditQuery", by moving the work to "DiffusionCommitQuery". Generally cleans up some code around the joint on this too. Also provides policies for audit requests, which is basically the policy for the underlying commit. Fixes T4715. (For the TODO I added about files, I just grabbed T4713.)
Test Plan:
Audit: verified the three default views all showed the correct things, including highligthing. did some custom queries and got the correct results.
Diffusion: verified "blame view" still worked. verified paths were highlighted for packages i owned.
Home: verified audit boxes showed up with proper commits w/ audits
bin/audit: played around with it via --dry-run and got the right audits back

Ref T3675. Some of these listeners shouldn't do their thing if the viewer doesn't have access to an application (for example, users without access to Differential should not be able to "Edit Tasks"). Set the stage for that:
- Introduce `PhabricatorEventListener`, which has an application.
- Populate this for event listeners installed by applications.
- Rename the "PeopleMenu" listeners to "ActionMenu" listeners, which better describes their modern behavior.
This doesn't actually change any behaviors.

Summary:
Prior to D5140, "PhabricatorAuditCommitQuery::STATUS_OPEN" was defined as "concern only". This didn't really make sense; we redefined it to "concern or audit required".
However, a couple of queries needed to be updated since they really meant "concern" even though they said "open".
I also switch the order of problem commits / audit required on the Audit homepage to be consistent with the bubbles on home.

Issues here:
- Need an application-sized "eye", or a "home" icon for "Phabricator Home".
- Some of the "apps_lb_2x" sliced images are the "_dark_" versions, not the light versions.
- If you slice an application-sized "logout" (power off) icon and application-sized "help" (questionmark in circle) icon I can replace the current menu icons and nearly get rid of "autosprite".
- To replace the icons on /applications/, the non-retina size is "4x", so we'd need "8x" for retina. Alternatively I can reduce the icon sizes by 50%.
- The "Help", "Settings" and "Logout" items currently have a "glowing" hover state, which needs a variant (or we can drop it).
- The /applications/ icons have a white hover state (or we can drop it).
- The 1x application (14x14) icons aren't used anywhere right now, should they be? Maybe in the feed in the future, etc?
- The "apps-2x" and "apps-large" sheets are the same image, but getting them to actually use the same file is a bit tricky, so I just left them separate for now.

Summary:
This commit doesn't change license of any file. It just makes the license implicit (inherited from LICENSE file in the root directory).
We are removing the headers for these reasons:
- It wastes space in editors, less code is visible in editor upon opening a file.
- It brings noise to diff of the first change of any file every year.
- It confuses Git file copy detection when creating small files.
- We don't have an explicit license header in other files (JS, CSS, images, documentation).
- Using license header in every file is not obligatory: http://www.apache.org/dev/apply-license.html#new.
This change is approved by Alma Chao (Lead Open Source and IP Counsel at Facebook).
Test Plan: Verified that the license survived only in LICENSE file and that it didn't modify externals.

Summary:
Add a new left-side application menu. This menu shows which application you're in and provides a quick way to get to other applications.
On desktops, menus are always shown but the app menu can be collapsed to be very small.
On tablets, navigation buttons allow you to choose between the menus and the content.
On phones, navigation buttons allow you to choose between the app menu, the local menu, and the content.
This needs some code and UI cleanup, but has no effect yet so I think it's okay to land as-is, I'll clean it up a bit as I start integrating it. I want to play around with it a bit and see if it's good/useful or horrible anyway.

Summary:
- Adds a new "Applications" application.
- Builds an application list via application config instead of via hard-coding, so we can move toward better concepts of installing/uninstalling applications, etc.
- Applications indicate that they need attention with notice counts and brief status messages rathern than 50 giant tables of all sorts of app data.
I want to try replacing the home screen with this screen, pretty much. Not sure if this is totally crazy or not. What does everyone else think?
