A small number of queries (including "Notifications" and (global) "Search") use offset-based pagers which have a slightly different API `PHUIPagerView` instead of `AphrontCursorPagerView`. This leads to a fatal in the new code for the "View All Results" buttons.
To fix this, just do an `instanceof` test. Some day we can unify the pagers.
Test Plan: Added a notifications panel, rendered it, saw it work instead of fataling on "getHasMoreResults()". Also rendered some normal panels.

Probably the "Dashboards" application should either be renamed to "IntelliknowledgePro" or Portals should be split off into a separate application eventually, but let's see how things go like this for now, since restructuring probably breaks some URIs at least a little bit so I'd like more confidence that we're headed in the right direction before we do it.

Depends on D20358. Fixes T12871. After refactoring, we can now tell when a "storage" menu item generated only disabled "display" menu items, and not pick any of them as the default rendering.
This means that if you're looking at a portal/menu with several dashboards, but can't see some at the top, you'll get the first one you can see.
Also clean up a lot of minor issues with less-common states.
Test Plan:
- Created a portal with two private dashboards and a public dashboard.
- Viewed it as another user, saw the default view show the dashboard I can actually see.
- Minor fix: Disabled and enabled the hard-coded "Home" item, now worked cleanly with the right menu state.
- Minor fix: added a motivator panel.

- When you add items to menus, they currently go below the "Edit Menu/Manage Menu" links by default. This isn't a very good place for them. Instead, lock "edit" items to the bottom of the menu.
- Lock profile pictures to the top of the menu. This just simplifies things a little.
- Show more iconography hints on the "edit menu items" UI.
- Add a "drag stuff to do things" hint if some stuff can be dragged.
Test Plan:
- Added new items to a Portal, they didn't go to the very bottom. Instead, they went above the "Edit/Manage" links; a sensible place for them.
- Viewed the "edit menu items" screen, saw more hints and visual richness.

The stuff it gets wrong right now is mostly around empty/no-permission states, since the original use cases (project menus) didn't have any of these states: it's not possible to have a project menu with no content.
Let the engine render an "empty" state (when there are no items that can render a content page) and try to make some of the empty behavior a little more user-friendly.
This mostly makes portals work, more or less.

Summary:
Ref T13275. Today, you can build a custom page on the home page, on project pages, and in your favorites menu.
PHI374 would approximately like to build a completely standalone custom page, and this generally seems like a reasonable capability which we should support, and which should be easy to support if the "custom menu" stuff is built right.
In the near future, I'm planning to shore up some of the outstanding issues with profile menus and then build charts (which will have a big dashboard/panel component), so adding Portals now should let me double up on a lot of the testing and maybe make some of it a bit easier.
Test Plan:
Viewed the list of portals, created a new portal. Everything is currently a pure skeleton with no unique behavior.

Currently, we don't provide a clear indicator that a query panel is showing a partial result set (UI looks the same whether there are more results or not).
We also don't provide any way to get to the full result set (regardless of whether it is the same as the visible set or not) on tab panels, since they don't inherit the header buttons.
To (mostly) fix these problems, add a "View All Results" button at the bottom of the list if the panel shows only a subset of results.

Depends on D19919. Ref T11351. This method appeared in D8802 (note that "get...Object" was renamed to "get...Transaction" there, so this method was actually "new" even though a method of the same name had existed before).
The goal at the time was to let Harbormaster post build results to Diffs and have them end up on Revisions, but this eventually got a better implementation (see below) where the Harbormaster-specific code can just specify a "publishable object" where build results should go.
The new `get...Object` semantics ultimately broke some stuff, and the actual implementation in Differential was removed in D10911, so this method hasn't really served a purpose since December 2014. I think that broke the Harbormaster thing by accident and we just lived with it for a bit, then Harbormaster got some more work and D17139 introduced "publishable" objects which was a better approach. This was later refined by D19281.
So: the original problem (sending build results to the right place) has a good solution now, this method hasn't done anything for 4 years, and it was probably a bad idea in the first place since it's pretty weird/surprising/fragile.
Note that `Comment` objects still have an unrelated method with the same name. In that case, the method ties the `Comment` storage object to the related `Transaction` storage object.
Test Plan: Grepped for `getApplicationTransactionObject`, verified that all remaining callsites are related to `Comment` objects.

See PHI385. Ref T13054. Ref T13083. The dashboard "arrange" operations (add, remove, move) rely on doing `$dashboard->setThing(...)` and then applying transactions.
This no longer works after the read locking change from T13054. To make this function again, just add an explicit `save()` after layout adjustment. This should be more nuanced eventually, but all arrange operations are nonfunctional in a corrupting way at HEAD of `master`/`stable`, so stop the bleeding first.

Summary: Ref T10390. This removes the "Copy Dashboard" feature, which was more of a crutch to assist in the complexity of building and maintaining dashboards. I think we're close enough now that removing this and adding in some simpler edit dialogs should negate any benefit to keeping this around. Also removed an un-used "Uninstall Dashboard" dialog.

Ref T12207. Currently, to remove a panel from a dashboard, it must be a valid panel which you can see.
Instead, only require that the panel PHID actually be listed somewhere in the dashboard's internal list of panels.
This interacts with the "multiple instances of a panel" issue described in some more depth in T12207. In particular:
- Currently, you can sort of add multiple copies of a panel to a dashboard, sometimes? Maybe?
- This leads to great tragedy.
This doesn't fix up the workflow with respect to multiple copies of a panel. We still remove by panel PHID (not by column/position or internal ID) so if a dashboard has multiple copies of the same panel for some reason, I think this workflow removes one of them arbitrarily (at best) or perhaps does something worse. I'm just treating this behavior as undefined for the moment.
Test Plan:
- Removed an invalid/hidden panel from a dashboard as a user with permission to edit that dashboard.
- Tried to remove a made-up panel with a totally bogus PHID, got 404'd.
- Viewed a dashboard with a restricted panel.
- Put a hidden panel inside a tab panel, viewed it as a user who could not see it and a user who could.

Ref T12174. Ref T8033. Currently, if you can't see one panel on a dashboard, you can't see the dashboard at all. This is confusing and hard to debug.
Improve this behavior at least slightly: render the dashboard, with a big "you can't see this" panel in place of any panels you can't see. This should at least make the behavior obvious, even if it isn't the best or most comprehensive way we can handle it in all cases.
