Summary: Fixes T13071. See that task for discusison. I think this `<= version` constraint is needless in normal cases (it should match everything in the table anyway), and slightly harmful in bizarre cases where a draft somehow gets a much larger ID than it should have.
Test Plan:
- Gave a draft an unreasonably large ID.
- Pre-patch, observed: submitting comments on the draft's object does not clear the draft.
- Post-patch: submitting comments on the draft's object now clears the draft correctly.
- Also added comments/actions, reloaded pages, saw drafts stick properly.

Summary:
Two minor issues that I caught in the log while fixing Phame permissions:
- We had a JS bug which would cause us to immediately generate two comment previews at the exact same time -- one for loading the page, and one for "switching to desktop". Instead, only generate the "switch to desktop" preview if we really switched to desktop from a different device layout.
- These two requests could end up reading/writing the VersionedDraft table at exactly the same time fairly often (e.g., after a comment submission, the page would load, send two preview requests at exactly the same time, and they'd race fairly reliably for me locally). If we do race, recover from the race.
Test Plan:
Submitted some Phame comments.
- No more error log errors about VersionedDraft keys.
- Saw only one preview request when loading the page instead of two.

Summary:
Ref T9132. Fixes T5031. This approximately implements the plan described in T5031#67988:
When we recieve a preview request, don't write a draft if the form is from a version of the object before the last update the viewer made.
This should fix the race-related (?) zombie draft comments that sometimes show up.
I just added a new object for this stuff to make it easier to do stacked actions (or whatever we end up with) a little later, since I needed to do some schema adjustments anyway.
Test Plan:
- Typed some text.
- Reloaded page.
- Draft stayed there.
- Tried real hard to get it to ghost by submitting stuff in multiple windows and typing a lot and couldn't, although I didn't bother specifically narrowing down the race condition.

Ref T1191. Now that the whole database is covered, we don't need to do as much work to build expected schemata. Doing them database-by-database was helpful in converting, but is just reudndant work now.
Instead of requiring every application to build its Lisk objects, just build all Lisk objects.
I removed `harbormaster.lisk_counter` because it is unused.
It would be nice to autogenerate edge schemata, too, but that's a little trickier.
Test Plan: Database setup issues are all green.

Summary: ...do it somewhat generically, so we could fairly easily add this to other applications. Fixes T3496. I got a wee bit lazy and decided not to migrate existing drafts. My excuses aside from laziness are doing it this way will let us see if anyone complains, we can always do a migration later if people do complain, and there's likely to be a lot of garbage data for older / bigger installs, and the migration didn't seem worth itgiven it would also likely be expensive in these cases.
Test Plan: made a draft inline comment on DX and observed DX had a note icon on Differential home page. made a draft comment on DX and observed DX had a note icon on Differential home page. deleted a draft inline comment and noted icon disappeared from Differential homepage. Summary:
This commit doesn't change license of any file. It just makes the license implicit (inherited from LICENSE file in the root directory).
We are removing the headers for these reasons:
- It wastes space in editors, less code is visible in editor upon opening a file.
- It brings noise to diff of the first change of any file every year.
- It confuses Git file copy detection when creating small files.
- We don't have an explicit license header in other files (JS, CSS, images, documentation).
- Using license header in every file is not obligatory: http://www.apache.org/dev/apply-license.html#new.
This change is approved by Alma Chao (Lead Open Source and IP Counsel at Facebook).
Test Plan: Verified that the license survived only in LICENSE file and that it didn't modify externals.
