Summary:
Separate XHPAST linter rules in isolation from other rules and formalize the concept of a "linter rule". As the number of XHPAST linter rules grows (we currently have around 80), it becomes increasingly difficult to manage all of the test cases because `ArcanistXHPASTLinterTestCase` currently tests the entire linter (i.e. //all// linter rules) rather than testing individual rules in isolation. See D13534 for a situation in which this is painful. This is particularly bad for third party development because unit tests could break at any time depending on upstream changes.
Basically, in order to facilitate the unit testing of XHPAST linter rules in isolation, I have made the following changes:
# Added a `setRules()` method to `ArcanistXHPASTLinter`. Currently, `ArcanistXHPASTLinter` loads all `ArcanistXHPASTLinterRule` subclasses unconditionally. The `setRules()` method provides a way to override the configured linter rules.
# Formalize the concept of a "linter rule". The `ArcanistXHPASTLinterRule` class was introduced in D10541. I feel that the modularization of `ArcanistXHPASTLinter` has made the linter much more maintainable and easily testable and I intend to extend this concept to other linters, such as `ArcanistTextLinter`.

This declares bankruptcy and replaces the entire `arc land` workflow under Git. These are the notable changes:
- (T3855) You can now land from a branch to itself.
- (T3855) We now try to restore the original state very aggressively after any failure, instead of dumping you into the middle of a mess.
- (T9537) You can now land without a local branch.
- ([not actually] T9543) We'll now ignore the local branch if it just happens to be named the same thing as the remote branch but doesn't actually track it.
- (T8620) You can now land from a detached HEAD.
- (T4333) We now preserve the author and author date of whatever you land.
This may need some followup work. In particular:
- The signal handler (that tries to put you in a better place if you ^C in the middle of things) causes ^C to work awkwardly in prompts. This might not be worth it.
- Errors/instructions on push/merge issues might need work.
- I dropped support for `--delete-remote` and `--update-with-blah-blah` because I think these flags aren't worth their complexity.
- I've simplified the update/merge algorithm a bit. It may need some complexity added back in.
- I probably missed a few things because this covers like 200 unique, creative workflows.
- Users might need more guidance on the workflows that drop them in the middle of nowhere if they manage to reach them more often than I think.
Test Plan:
- Used `arc land` to land like at least 15,000 different kinds of changes.
- Landed normally.
- Landed from a branch onto itself.
- Landed from a detached head.
- Landed nothing.

Ref T8096. Each test reports coverage information, which we sometimes merge into a combined coverage report.
Usually, each test will report results for every line in the file, so if the file is 30 lines long, coverage is usually 30 characters long.
However, for whatever reason, tests might report results for only the first part of the file. This is allowed and we handle it properly.
Right now, if one test reports 10 lines of results and another reports 30 lines of results, we only use the first 10 lines of results. Instead, extend the merged coverage to include the extra 20 lines of results.
(This is an uncommon case which I only hit because I was manually banging on my keyboard to generate test data, but there's no reason not to handle it better.)

The `ArcanistXHPASTLinter` class is becoming quite bloated. This diff separates the class into one-class-per-rule, which makes everything much more modular. One downside to this decoupling is that code reuse between linter rules is much more difficult, although this only affects a very small number of linter rules.
There is still some further work that could be done here, but I defer this until a later diff:
- Rewrite `ArcanistPhutilXHPASTLinter` using `ArcanistXHPASTLinterRule`.
- Change the unit tests so that they are truly only testing a single linter rule.
- Maybe improve the way in which linter configuration options are handled.
- Make it easier to keep track of the linter rule IDs (see T6859).

Ref T2039. Convert the `ArcanistPylintLinter` to an `ArcanistExternalLinter` and make it compatible with `.arclint`. In doing so, it was necessary to drop support of older versions of `pylint` by setting the minimum version to be 1.0.0. I think that dropping support for older versions is reasonable because version 1.0.0 was released ~18 months ago. In the case than an incompatible version is detected, an `ArcanistMissingLinterException` is thrown.
One caveat here is that support for `lint.pylint.codes.(error|warning|advice)` is dropped. Any installs that are relying on this configuration will need to migrate to using the `.arclint` file for specifying linter severity. We could potentially continue to support this deprecated configuration, but I'm not sure if this is worthwhile.
Test Plan: Wrote and executed unit tests with `arc unit`. I ran the unit tests on all `pylint` releases after (and including) 1.0.0. Specifically, the tests were run on v1.0.0, v1.1.0, v1.2.0, v1.3.0 and v1.4.0.

Fixes T5555. Normally, when we `svn diff subdir/`, we use `--depth empty` to get only changes for the directory itself (usually, property changes).
However, this flag has no effect if the directory is newly added.
Adjust the diff parser so that if two sets of hunks are specified for a single file in a raw diff, we let the last one win instead of including both. This approach is a broadly more reasonable interpretation of these diffs.

- This doesn't really change anything, so the only real risk is version compatibility breaks. This //does// introduce such a break, but the window is very narrow: if you upgrade `arc` after this commit, and try to diff against a Phabricator which was updated after yesterday (D8068) but before D8072 lands, the lookup will work so we'll add `repositoryPHID` to the `differential.creatediff` call, but it won't exist in Phabricator yet. This window is so narrow that I'm not going to try to fix it, as I'd guess there is a significant chance that no users will be affected. I don't see a clever way to fix it that doesn't involve a lot of work, either.

Completes T3859. This implements a C# linter for Arcanist, which in turn uses `cslint` from `cstools` to actually perform the linting. `cslint` internally uses StyleCop in addition to it's own lint rules.
Unlike other linters, C# is a compiled language, which means that the StyleCop integration must be aware of the full project. To this end, there is the `discovery` setting in `.arclint`. This allows users to define mappings between C# files and the projects they belong to. Here is an configuration for `.arclint` (and is the one we use):

This implements Arcanist support for the xUnit testing framework. It also supports code coverage by way of `cstools` (which is something I've written).
The unit test support works under both Linux and Windows, while the code coverage support has only been tested under Linux (one would assume it would also work under Windows given that Windows has a super-set of functionality in the C# world).
The Arcanist support assumes that the directory layout will be something like:

When files are changed in either MyProject or MyProject.Tests, it causes MyProject.Tests to be built and the xUnit runner to be executed on the resulting binary.

Add linting capability for detecting files which contain
syntax introduced by unresolved merge conflicts. The detection is
file-type-agnostic (the only requirement is that the file is a text
file).
Test Plan:
Tested in three ways.
The first way is to add all three forms of syntax to a file to
indicate a merge conflict. HPHP will pick this up as a syntax error
before this linter reaches it.
The second way is to add the syntax in a comment. In that case, this
linter will show three warnings. For example:

The getWorkingCopyStatus() method gets called from requireCleanWorkingCopy() in a lot of places, which triggers resolution of the base of the commit range. This is unnecessary; we do not need to examine the base commit in order to determine whether the working copy is dirty or not. This causes problems, in D4049 and elsewhere (we currently have a lot of fluff calls to setDefaultBaseCommit() in workflows which need to call requireCleanWorkingCopy() but do not ever use commit ranges, such as `arc patch`). This is mostly an artifact of SVN, where the "commit range" and "uncommitted stuff in the working copy" are always the same.
- Split the method into two status methods: getUncommittedStatus() (uncommitted stuff in the working copy, required by requireCleanWorkingCopy()) and getCommitRangeStatus() (committed stuff in the commit range).
- Lift caching out of the implementations into the base class.
- Dirty the cache after we commit.
This doesn't do anything useful on its own and creates one caching problem (`commitRangeStatusCache` is not invalidated when the commit range changes because of `setBaseCommit()` or similar) but I wanted to break things apart here. I won't land it until there's a more complete picture.
This creates a minor performance regression in git and hg (we run less stuff in parallel than previously) but all the commands should be disk-bound anyway and the regression should be minor. It prevents a larger regression in `hg` in D4049, and lets us do less work to arrive at common error states (dirty working copy). We can examine perf at the end of this change sequence.

arc browse will open a browser to the Diffusion view of a file. Convenient if you like
Diffusion for reading source. Naturally, it fixes relative filenames.
Combined with git-grep it can be an easy replacement for server-side search functions.
Test Plan:
use feature with and without 'browser' configured.
I've only tested this on Linux, because that's all I have right now, but the principle is sound.

Currently, when the user types `arc set-config x false`, we set it as the string "false", which is usually not desirable. We have some steps toward typed config already, but expand on what we have and move as much stuff as possible into it, including all the config settings that aren't currently documented (there are still some lint-specific and project-specific settings not present here, but this is most of it).
Also make the `phutil_libraries` key a legacy name for `load`, and `immutable_history` a legacy name for `history.immutable`. Generally the goal here is to make config simpler and bring it more in-line with Git/Mercurial, which use dotted hierarchies.
I'll add some documentation here but I think most of the changes should be fairly straightforward.
