49b03c0353 Improve tooltip behavior for Application menu items
Summary:
Ref T12174.

  - Fix text antialiasing pop-in at the end of the animation in Safari.
  - Fix flickery animation replay when mousing inside a tooltip element, or rapidly switching between tooltip elements.
    - To accomplish this: don't play the animation if the last tip was hidden less than 500ms ago.

Test Plan:
  - Viewed a tooltip in Safari.
  - Waved cursor wildly over application items, both left-right (within an item) and up-down (between items).

Tooltips appeared stable and non-flickery in all cases.

f91269a4a8 On tablet/mobile, open the datepicker control in the center of the screen and mask the background
Summary:
Ref T11816. We currently try to expand the picker control from the little calendar icon. This works alright on desktop, but not great on tablet/mobile.

On tablet/mobile, center the control on screen instead. Also, mask the background since it can get a bit busy because we can't really control what's under the control anymore.

Finally, move the little popup thing around if the user resizes the window.

4c540fb01b Fix some policy CSS
Summary:
Ref T11853. My CSS change for the more enormous policy dialog was a little too broad, and affected the "You shall not pass!" dialog too.

Narrow the scope of the CSS rules.

Also add a missing "." that I caught.

4811e6e7c1 Require several advanced postgraduate degrees to understand object policies
Summary:
Fixes T11836. See some prior discussion in T8376#120613.

The policy hint in headers in the UI is not exhaustive, and can not reasonably be exhaustive. For example, on a revision, it may say "All Users", but really mean "All users who can see the space this object is in and the repository it belongs to, plus the revision author and reviewers".

These rules are explained if you click (and, often, in the documentation), but "All Users" is still at least somewhat misleading.

I don't think there's any perfect solution here that balances the needs of both new and experienced users perfectly, but this change tries to do a bit better about avoiding cases where we say something very open (like "All Users") when the real policy is not very open.

Specifically, I've made these changes to the header:

  - Spaces are now listed in the tag, so it will say `(S3 > All Users)` instead of `(All Users)`. They're already listed in the header, this just makes it more explicit that Spaces are a policy container and part of the view policy.
  - Extended policy objects are now listed in the tag, so it will say `(S3 > rARC > All Users)` for a revision in the Arcanist repository which is also in Space 3.
  - Objects can now provide a "Policy Codex", which is an object that represents a rulebook of more sophisticated policy descriptions. This codex can replace the tag with something else.
    - Imported calendar events now say "Uses Import Policy" instead of, e.g., "All Users".

I've made these changes to the policy dialog:

  - Split it into more visually separate sections.
  - Added an explicit section for extended policies ("You must also have access to these other objects: ...").
  - Broken the object policy rules into a "Special Rules" section (for rules like "you can only see a revision if you can see the repository it is part of") and an "Object Policy" section (for the actual object policy).
  - Tried to make it a little more readable?
  - The new policy dialogs are great to curl up with in front of a fire with a nice cup of cocoa.

I've made these changes to infrastructure:

  - Implementing `PhabricatorPolicyInterface` no longer requires you to implement `describeAutomaticCapability()`.
  - Instead, implement `PhabricatorPolicyCodexInterface` and return a `PhabricatorPolicyCodex` object.
  - This "codex" is a policy rulebook which can set all the policy icons, labels, colors, rules, etc., to properly explain complex policies.
  - Broadly, the old method was usually either not useful (most objects have no special rules) or not powerful enough (objects with special rules often need to do more in order to explain them).

3f5109b668 In prose diff dialogs (like "Show Details" in transactions), show "old", "new" and "diff" tabs
Summary:
Ref T7643. When you do something like this:

  - Edit a task description.
  - Click "Show Details" on the resulting transaction.
  - Get a prose diff dialog showing the change.

...now add some "Old" and "New" tabs. These are useful for:

  - reverting to the old text by copy/pasting;
  - reading just the new/old text if the diff is noisy;
  - sometimes just nice to have?

(This looks a little rough but I didn't want to put a negative margin on tab groups inside dialogs? Not sure what the best fix here is.)

Summary:
Minor rebuild / redesign of Conpherence. Most of this is new UX and tossing out things like widgets, device fallbacks. I expect some of the UI to get more polished after next pass, but most everything here is in place.

49d93dcf98 Add a cluster.read-only option
Summary:
Ref T4571. There will be a very long path beyond this, but add a basic read-only mode. You can explicitly enable this to put Phabricator in a sort of "maintenance" mode today if you're swapping databases or something.

In the long term, we'll automatically degrade into this mode if the master database is down.

Test Plan:
  - Enabled read-only mode.
  - Browsed around.
  - Didn't immediately see anything that was totally 100% broken.

Most stuff is 80-90% broken right now. For example:

  - Stuff like submitting comments doesn't work, and gives you a confusing, unhelpful error.
  - None of the UI really knows that it's read-only. EditEngine stuff should all hide itself and say "you can't add new comments while an install is in read-only mode", for example, but currently does not.

d436fecdab Show additional details for failed builds in Harbormaster

Ref T10457. When tests fail, it currently takes several clicks to figure out //why// they failed.

In this project, map rebuilds and `liberate` are fairly common failure conditions, but verifying that they were the root issue requires jumping into a build, then scrolling through a log.

cea633f698 Don't show error operations after a successful land operation
Summary:
Ref T182. When viewing a revision, if there are several error operations and then a success operation, we currently show the last error. This is misleading.

Instead, don't show anything if there's a success (this may require tuning eventually if you can land multiple times onto different branches or whatever, but should be reasonable for now).

Also make the table a little nicer, particularly for merge failure output.

801607381d [Redesign] PhabricatorApplicationSearchResultView
Summary: Ref T8099. This adds a new class which all search engines return for layout. I thought about this a number of ways, and I think this is the cleanest path. Each Engine can return whatever UI bits they needs, and AppSearch or Dashboard picks and lays the bits out as needed. In the AppSearch case, interfaces like Notifications, Calendar, Legalpad all need more custom layouts. I think this also leaves a resonable path forward for NUX as well. Also, not sure I implemented the class correctly, but assume thats easy to fix?

Test Plan: Review and do a search in each application changed. Grep for all call sites.

3dcb672076 [Redesign] Better Headers, more options
Summary: Ref T8099, Adds ability to set header as "tall" and provide better control over height of actual header text. Also fixed some color issues with multiple object boxes.

7fa5e63f0d [Redesign] Normalize nav spacing
Summary: Ref T8099. Not sure if this was accidentally removed, but `overflow: hidden` saves the day once again. Fixes an issue where different pages had navs starting at different spots based on crumbs or object boxes.

Test Plan: Test Projects, People, Dashboards, lots of other navs. All start at 8px now.

ebb7ca8cbd Convert Owners paths to application transactions
Summary:
Ref T8320. Fixes T8317. Fixes T2831. Fixes T8073. Fixes T7127.

There was a bug with this line:

  for ($ii = 0; $ii < count($paths); $ii++) {

...because the array may be sparse if there have been deletes, so `count($paths)` might be 3, but the real keys could be `1`, `5` and `6`. I think this was the primary issue behind T7127.

The old Editor did a lot of work to try to validate paths. When a path failed to validate, it silently discarded it. This was silly and pointless: it's incredibly bad UX; and it's totally fine if users saves "invalid" paths. This was likely the cause of T8317, and probably the cause of T8073.

T2831 I'm less sure about, but I can't reproduce it and I rewrote all the logic so I suspect it's gone.

This also records and shows edits, so if stuff does keep happening it should be more clear what's going on.

I removed some adjacent stuff:

  - I removed the ability to delete packages. I'll add "disable" in a future diff, plus `bin/remove destroy`, like other objects. Getting rid of this now let me get rid of all the mail stuff.
  - I removed "path validation" where packages would try to automatically update in response to commits. This doesn't necessarily make sense in Git/Mercurial, is sketchy, could easily have been the source of T2831, and seems generally complicated and not very valuable. We could maybe restore it some day, but I'd like to get Owners stable before trying to do crazy stuff like that.
