1212dc5fbe Modularize almost all Harbormaster build message workflows and UI/UX
Summary: Ref T13072. Push nearly all Harbormaster build message logic into the new per-message transaction classes.

Test Plan:
  - Issued every message to Buildables.
  - Issued every message to Builds.
  - Looked at a big pile of error messages, couldn't find any typos.
  - Grepped for affected symbols, etc.
  - Ran `bin/harbormaster restart ...`.

c20b4e365b Move structural build publishing logic to BuildEngine, provide "bin/harbormaster publish"
Summary:
Depends on D19278. Ref T13110. This moves most of the structural logic for publishing builds to BuildableEngine and provides a `bin/harbormaster publish` to make publishing easy to retry/debug.

This intentionally removes the bit which actually does anything when builds publish. Followup changes will implement application-specific versions of the publishing logic in Differential and Diffusion.

Test Plan: Ran `bin/harbormaster publish Bxxx`, saw it do nothing (but not crash).

21ddfe442e Add a "--rate" flag to bin/harbormaster write-log to support testing live log streaming
Summary: Depends on D19151. Ref T13088. While dramatically less exciting than using `lolcat` and less general than `pv`, this should do the job adequately.

Test Plan: Piped a sizable log into `bin/harbormaster write-log` with `--rate 2048`, saw a progress bar. Loaded the log in the web UI and saw it grow as the page reloaded.

46d735d312 Add "--all" and an explicit "--force" flag to bin/harbormaster rebuild-log
Summary: Depends on D19136. Ref T13088. Since it's probably impractical to do all the migrations these changes imply during `bin/storage upgrade`, provide some support for performing them online.

9b4295ed60 Add a very basic standalone view for build logs with a "Download Log" button
Summary: Depends on D19132. Ref T13088. This implements an extremely skeletal dedicated log page with a more-or-less functional "Download Log" button.

Test Plan: Downloaded a recent log. Tried to download an old (un-finalized) log, couldn't. Used `bin/harbormaster write-log` to get a convenient standalone link to a log.

8a2604cf06 Add a "filePHID" to HarbormasterBuildLog and copy logs into Files during finalization

32c6b649dd Move Harbormaster log compression to the worker task queue
Summary: Depends on D19130. Ref T13088. Currently, when a build log is closed we compress it in the same process. Separate this out into a dedicated worker since the plan is to do a lot more work during finalization, none of which needs to happen inline during builds (or, particuarly, inline during a Conduit call for API writes in the future).

Test Plan: Ran `bin/harbormaster write-log --trace`, saw compression run inline.

66f20595e4 Start buildables in "PREPARING", move them to "BUILDING" after builds queue
Summary:
Depends on D19064. Ref T13054. See that task for additional discussion.

When buildables are created by `arc` and have lint/unit messages, they can currently pass or fail before Herald triggers actual builds. This puts them in a pre-build state where they can't complete until Herald says it's okay.

On its own, this change intentionally strands `arc diff --only` diffs in the "PREPARING" stage forever.

Test Plan:
  - Ran a build with `bin/harbormaster`, saw it build normally.
  - Ran a build with web UI, saw it build normally.
  - Ran a build with `arc diff`, saw it build normally.
  - Ran a build with `arc diff --only`, saw it hang in "PREPARING" forever.

403073c989 Provide a workflow to restart Harbormaster builds
Summary:
Ref T10867 for original use case.  This workflow provides a plausible way for administrators to stop the daemons when performing upgrades or maintenance, then bring those daemons back up without resulting in the failure of builds that were running at the time.

On our organization's phab install, builds are running 24/7. The majority of these builds last for at least several minutes, and contain build steps which fail if interrupted and then resumed, as happens when turning daemons on and off.

Instead of allowing these build steps to resume execution as normal, this workflow will instruct active builds to restart their entire build process instead of just resuming whichever step they were on.

Test Plan:
contrived a build plan which would fail if resumed partway through:

 - lease a working copy
 - command `touch restart_{build.id}`
 - command `test -e restart_{build.id} && rm restart_{build.id} && sleep 60`

followed old procedure:

 - run a few of these builds manually
 - `./bin/phd stop`
 - `./bin/phd start`
 - saw the builds fail

followed new procedure:

 - run a few of these builds manually
 - `./bin/phd stop`
 - `./bin/harbormaster restart --active`
 - `./bin/phd start`
 - saw the builds pass

078bf59f59 Compress Harbormaster build logs inline
Summary:
Ref T5822.

  - After a log is closed, compress it if possible.
  - Provide `bin/harbormaster archive-logs` to make it easier to change the storage format of logs.

Test Plan:
  - Ran `bin/harbormaster archive-logs` on a bunch of logs, compressing and decompressing them without issues (same hashes, same decompressed size across multiple iterations).
  - Ran new builds, verified logs were compressed after they closed.

1898864b6c add initiator.phid parameter to HM builds
Summary:
Fix T9662.

Record who initiated the build, and allow this information as a parameter.

In this implementation, a 're-run' keeps the original initiator, which we maybe not desired?

Test Plan:
Make a HTTP step with initiator.phid, trigger manually, via HM, via ./bin/harbormaster build.
Look at requests made.

c059149eb9 Remove Drydock host resource limits and give working copies simple limits
Summary:
Ref T9252. Right now, we have very strict limits on Drydock: one lease per host, and one working copy per working copy blueprint.

These are silly and getting in the way of using "Land Revision" more widely, since we need at least one working copy for each landable repository.

For now, just remove the host limit and put a simple limit on working copies. This might need to be fancier some day (e.g., limit working copies per-host) but it is generally reasonable for the use cases of today.

Also add a `--background` flag to make testing a little easier.

(Limits are also less important nowadays than they were in the past, because pools expand slowly now and we seem to have stamped out all the "runaway train" bugs where allocators go crazy and allocate a million things.)

Test Plan:
  - With a limit of 5, ran 10 concurrent builds and saw them finish after allocating 5 total resources.
  - Removed limit, raised taskmaster concurrency to 128, ran thousands of builds in blocks of 128 or 256.
    - Saw Drydock gradually expand the pool, allocating a few more working copies at first and a lot of working copies later.
    - Got ~256 builds in ~140 seconds, which isn't a breakneck pace or anything but isn't too bad.
    - This stuff seems to be mostly bottlenecked on `sbuild` throttling inbound SSH connections. I haven't tweaked it.

2728a9f964 Allow builds to have parameters
Summary: Ref T9352. See D13635. Build targets can have variables already, but let builds have them too. This mostly enables future use cases (sub-builds, more sophisticated build triggers).

Test Plan: With a custom Herald rule + action like the one in T9352, updated a revision and saw it generate multiple builds with varying parameters.

a1499ceb8f Don't let autoplans be run manually
Summary: Ref T8096. Like stop/start, autoplans are pushed into the system from outside (normally by `arc`) so it doesn't make any sense to run them manually.

Test Plan:
  - Tried to run an autoplan from web UI, got an error.
  - Ran a normal plan from web UI.
  - Tried to run an autoplan from CLI, got an error.
  - Ran a noraml plan from CLI.

Ref T4809. Currently, buildables have a status field but nothing populates it. Populate it:

  - When builds change state, update the Buildable state.
  - Use the new Buildable state on the web UI.
  - Return the new Buildable state from Conduit.

To make it easier to debug/test this:

  - Provide `bin/harbormaster update Bxxx ...` to force foreground update of a Buildable.

Test Plan:
  - Used `bin/harbormaster update Bxxx --force --trace` to update buildables.
  - Looked at buidlable list, saw statuses reported properly.
  - Used Conduit to read statuses.

e397103bf2 Extend all "ManagementWorkflow" classes from a base class
Summary:
Ref T2015. Not directly related to Drydock, but I've wanted to do this for a bit.

Introduce a common base class for all the workflows in the scripts in `bin/*`. This slightly reduces code duplication by moving `isExecutable()` to the base, but also provides `getViewer()`. This is a little nicer than `PhabricatorUser::getOmnipotentUser()` and gives us a layer of indirection if we ever want to introduce more general viewer mechanisms in scripts.

Test Plan: Lint; ran some of the scripts.

aad6b57c36 Add bin/harbormaster to make builds easier to debug
Summary:
Ref T1049. Adds `bin/harbormaster` and `bin/harbormaster build` for applying plans from the console. Since this gets `--trace`, it's much easier to debug what's going on.

This doesn't work properly with some of the Drydock steps yet, I need to look at those. I think `setRunAllTasksInProcess` probably obsoletes some of the mechanisms. It might also not work with "Wait for Builds" but I didn't check.

Test Plan: Used `bin/harbormaster` to run a bunch of builds. Ran builds from web UI.
