Ref T7689. Fixes T7688. When there are a bunch of tokenizers with different values of the same object type (e.g. 5 tokenizers with users a, b, c, d, e) we currently issue 5 separate queries to load their handles.
Improve this behavior in the common case so we can usually batch these loads.
Test Plan:
- In Maniphest, set the various search fields to different values.
- Used DarkConsole to examine query plan.
- Saw fewer queries after patch than before.

Summary:
Ref T4222. Currently, CelerityResourceResponse holds response resources in flat maps. Instead, specify which map resources appear in.
Also, provide `requireResource()` and `initBehavior()` APIs on the Controller and View base classes. These provide a cleaner abstraction over `require_celerity_resource()` and `Javelin::initBehavior()`, but are otherwise the same. Move a few callsites over.

Summary:
Fixes T3698. Sometimes views need to render differently depending on whether they contain content or not. The existing approach for this is `isEmptyContent()`, which doesn't work well and is sort of hacky (it implies double-rendering content, which is not always free or side-effect free).
Instead, provide a test for an element without children. This test is powerful enough to catch the easy cases of `null`, etc., and just do the expected thing, but will not catch a View which is reduced upon rendering. Since this is rare and we have no actual need for it today, just accept that as a limitation.
Test Plan:
Viewed Timeline and Feed UI examples. Viewed Feed (feed), Pholio (timelineview), and Differential (old transactionview).

Summary:
This commit doesn't change license of any file. It just makes the license implicit (inherited from LICENSE file in the root directory).
We are removing the headers for these reasons:
- It wastes space in editors, less code is visible in editor upon opening a file.
- It brings noise to diff of the first change of any file every year.
- It confuses Git file copy detection when creating small files.
- We don't have an explicit license header in other files (JS, CSS, images, documentation).
- Using license header in every file is not obligatory: http://www.apache.org/dev/apply-license.html#new.
This change is approved by Alma Chao (Lead Open Source and IP Counsel at Facebook).
Test Plan: Verified that the license survived only in LICENSE file and that it didn't modify externals.

Summary:
I make this error quite often: I forget to declare a property I am writing to or I make a typo in it.
PHP implicitly creates a public property which I don't like.
I would much rather see a linter warning me against this than this runtime check but writing it is very difficult:
- We need to explore all parents of the class we are checking.
- It is even possible that children will declare that property but it's OK to treat this as error anyway.
- We can extend also builtin or external classes.
- It's somewhat doable for `$this` but even more complex for any `$obj` because we don't know the class of it.
This should catch significant part of these errors and I'm fine with that.
I don't plan escalating to exception because this error is not fatal and should not stop the application from working.
Test Plan: Loaded homepage, checked log.
