a27c83757d Remove ancient "phd.trace" and "phd.verbose" configuration options
Summary:
Ref T13556. These options are very old and effectively obsoleted by "bin/phd debug [--trace]". I haven't used either option diagnostically in many years, and they aren't mentioned in the documentation.

Remove them to simplify configuration, and because "phd.trace" doesn't work anyway and likely hasn't for a long time -- it has specific issues with TTY detection (see T13556).

Test Plan: Grepped for "phd.trace" and "phd.verbose". Ran "bin/phd debug [--trace]" and saw verbose/trace output.

d2935fd7bd Fix a bad call to "writeInfo()" in "bin/phd stop" with no PHABRICATOR_INSTANCE defined
Summary: See <https://discourse.phabricator-community.org/t/phd-status-calls-to-undefined-method-when-theres-no-instance/2918>. This call should be `logInfo()`.

Test Plan:
  - Purged `PHABRICATOR_INSTANCE` from my environment. In a Phacility development environment, it comes from loading `services/`.
  - Ran `bin/phd stop` with all daemons already stopped.
    - Before: bad call.
    - After: helpful error.
  - Ran some other `bin/phd start`, `bin/phd status`, etc., to kick the tires.
  - Grepped for remaining `writeInfo()` calls (found none).

2498e373b9 Make "phd start" and "phd reload" use the process list, not PID files
Summary:
Ref T13321. This gets rid of the last pidfile readers in Phabricator; we just use the process list instead.

These commands always only work on the current instance since they don't make much sense otherwise.

08b9e70bea Make "bin/phd status" report local daemons from the process list, not a mess of local/remote information
Summary:
Ref T13321. Fixes T11037. Realign "bin/phd status" to just mean "show daemon processes on this host".

The value of `bin/phd status` as a mixed remote/local command isn't clear, and the current output is a confusing mess (see T11037).

This also continues letting us move away from PID files.

b99c240aa3 Deprecate "bin/phd ... --gently" and update documentation
Summary:
Ref T13321. Previously, the behavior was:

  - `bin/phd stop --gently`: Stop all daemons with PID files that belong to the current instance.
  - `bin/phd stop`: Stop all daemons with PID files that belong to the current instance. Complain if there are more processes.
  - `bin/phd stop --force`: Stop all processes that look like daemons, ignoring instances.

The new behavior is:

  - `bin/phd stop`: Stop all processes that look like daemons and belong to the current instance.
  - `bin/phd stop --force`: Stop all processes that look like daemons, period.

Test Plan: Grep / documentation only.

d98bf8ef8e Drive "phd stop" entirely from the process list, not PID files on disk
Summary:
Ref T13321. Depends on D20600. Make `bin/phd stop` mean:

  - `bin/phd stop`: Stop all processes which have daemon process titles. If we're instanced, only stop daemons for the current instance.
  - `bin/phd stop --force`: Stop all processes which have deamon process titles for any instance.

We no longer read or care about PID files on disk, and this moves us away from PID files.

This makes unusual flag `--gently` do nothing. A followup will update the documentation and flags to reflect actual usage/behavior.

This also removes the ability to stop specific PIDs. This was somewhat useful long, long ago when you might explicitly run different copies of the `PullLocal` daemon with flags to control which repositories they updated, but with the advent of clustering it's no longer valid to run custom daemon loadouts.

Test Plan: Ran `bin/phd start`, then `bin/phd stop`. Saw instance daemons stop. Ran `bin/phd stop --force`, saw all daemons stop.

- Browsed Almanac interfaces.
- Created/browsed Calendar events.
- Enabled/disabled/showed the lock log.
- Browsed repositories.
- Loaded Facts UI.

a7c008708d Correct a mangled translation string in "bin/phd log --id X"
Summary:
Ref T13210. See PHI930. This translation is wrong: the parameter is a comma-separated list as a string, but the USEnglish translation provides alternatives. We can't select among alternatives based on a random string (it isn't a plurality value to let us select "chair" vs "chairs", and isn't a gender value to let us select "his profile" vs "her profile") so we get an error.

But the string itself is also misleading, since "bin/phd log --id A --id B --id C" will say "none of these are valid" if //any// of them are invalid.

Instead, just tell the user explicitly about the first problem.

Test Plan:
  - Ran `bin/phd log --id` with good (got logs) and bad IDs (got sensible error).
  - Ran `bin/phd log` with any logs (got logs) and (simluated) without any logs (got error).

a3518e19a5 Merge GC daemon into Trigger daemon
Summary:
Fixes T7352. This reduces the memory footprint for instances by combining these two similar daemons into one daemon which handles the responsibilities of both.

The fit isn't 100% perfect here but it's pretty close, and the GC daemon is fairly trivial.

Test Plan:
  - Adjusted all the numbers to small numbers (5 second sleep, 120 second GC length).
  - Added a ton of logging.
  - Started trigger daemon.
    - Saw it run a GC cycle.
    - Saw it reschedule another cycle after 120 seconds (adjusted down from 4 hours).
  - Reverted all the logging/small numbers.

2fdd7f0f3d Daemons - better handle rogue daemons from phd
Summary: Ref T2374. While building D10367 I noticed that phd was finding rogue daemons way more than it should be. Re-jigger this code path so rogue daemons are checked for *after* we've dealt with known daemons. This keeps the logic pretty simple overall.

Test Plan: phd start; kill pid files; phd stop and get the right warning; phd stop --force and it kills the rogue demons. phd stop in normal conditions no longer reporting rogue daemons erroneously

9309723ac4 Send graceful shutdown signals to daemons in Phabricator
Summary:
Fixes T5855. Adds a `--graceful N` flag to `phd stop` and `phd restart`.

`phd` will send SIGINT, wait `N` seconds, SIGTERM, wait 15 seconds, and SIGKILL. By default, `N` is 15.

Test Plan:
  - Ran `bin/phd debug ...` and used `^C` to interrupt daemons. Saw graceful shutdown behavior, and abrupt termination on multiple `^C`.
  - Ran `bin/phd start`, `bin/phd stop` and `bin/phd restart` with `--graceful` set to various things, notably `0`. Saw graceful shutdowns on the CLI and in the web UI. With `0`, abrupt shutdowns.

0ccebbe4b1 Query daemons across all hosts with ./bin/phd status --all.
Summary: Ref T4209. Currently, `./bin/phd status` prints a table showing the daemons that are executing on the current host. It would be useful to be able to conventiently query the daemons running across all hosts. This would also (theoretically) make it possible to conditionally start daemons on a host depending upon the current state and on the daemons running on other hosts.

Test Plan:
```
> ./bin/phd status --all
