This change has no user-facing impact today: all the rules about linking/unlinking/etc remain unchanged, because other rules currently prevent creation of more than one provider with a given "accountType".

Summary:
Ref T13102. An install has a custom rule for bridging JIRA references via Doorkeeper and would like to be able to render them as `JIRA-123` instead of `JIRA JIRA-123 Full JIRA title`.
I think it's reasonable to imagine future support upstream for `JIRA-123`, `{JIRA-123}`, and so on, although we do not support these today. We can take a small step toward eventual support by letting the rendering pipeline understand different view modes.
This adds an optional `name` (the default text rendered before we do the OAuth sync) and an optional `view`, which can be `short` or `full`.
Test Plan:
I tested this primarily with Asana, since it's less of a pain to set up than JIRA. The logic should be similar, hopefully.
I changed `DoorkeeperAsanaRemarkupRule` to specify `name` and `view`, e.g `'view' => (mt_rand(0, 1) ? 'short' : 'full')`. Then I made a bunch of Asana references in a comment and saw them randomly go short or long.

Fixes T11604. If we send two requests to render a brand new tag at about the same time (say, 50ms apart) but JIRA takes more than 50ms to return from its API call, the two processes will race one another and try to save the same external object.
If they do, have whichever one lost the race just load the object the other one created.
Apply this to other bridges, too.
Test Plan:
- Created a new task in JIRA.
- Referenced it for the first time in Differential, in a comment.
- This causes two tag renders to fire. This //might// be a bug but I spend 30 seconds on it without figuring out what was up. Regardless, we should fix the race even if the reason it's triggering so easily legitimately is a bug.
- Before patch: big error dialog (as in T11604).
- After patch: smooth sailing.

Ref T10538. Ref T10537. This creates PHIDs which represent GitHub users, and uses them as the actors for synchronized comments.
I've just made them Doorkeeper objects. There are three major kinds of objects they //could// possibly be:
- Nuance requestor objects.
- External account objects.
- Doorkeeper objects.
I don't think we actually need distinct nuance requestor objects. These don't really do anything right now, and were originally created before Doorkeeper. I think Doorkeeper is a superset of nuance requestor functionality, and better developed and more flexible.
Likewise, doorkeeper objects are much more flexible than external account objects, and it's nice to imagine that we can import from Twootfeed or whatever without needing to build full OAuth for it. I also like less stuff touching auth code, when possible.
Making these separate from external accounts does make it a bit harder to reconcile external users with internal users, but I think that's OK, and that it's generally desirable to show the real source of a piece of content. That is, if I wrote a comment on GitHub but also have a Phabricator account, I think it's good to show "epriestley (GitHub)" (the GitHub user) as the author, not "epriestley" (the Phabricator user). I think this is generally less confusing overall, and we can add more linkage later to make it clearer.

This doesn't do much yet and may change, but my thinking is:
- I'm putting these on-object instead of on edges because I think we want to actively change the UI for them (e.g., clearly call out that the object is bridged) but don't want every page to need to do extra queries in the common case where zero bridged objects exist anywhere in the system.
- I'm making these one-to-one, more or less: an issue can't be bridged to a bunch of tasks, nor can a bunch of tasks be bridged to a single issue. Pretty sure this makes sense? I can't come up with any reasonable, realistic cases where you want a single GitHub issue to publish to multiple different tasks in Maniphest.
- Technically, one type of each bridgable object could be bridged, but I expect this to never actually occur. Hopefully.

To support a unified "Projects:" query across all applications, a future diff is going to add a set of "Edge Logic" capabilities to `PolicyAwareQuery` which write the required SELECT, JOIN, WHERE, HAVING and GROUP clauses for you.
With the addition of "Edge Logic", we'll have three systems which may need to build components of query claues: ordering/paging, customfields/applicationsearch, and edge logic.
For most clauses, queries don't currently call into the parent explicitly to get default components. I want to move more query construction logic up the class tree so it can be shared.
For most methods, this isn't a problem, but many subclasses define a `buildWhereClause()`. Make all such definitions protected and consistent.
This causes no behavioral changes.
Test Plan: Ran `arc unit --everything`, which does a pretty through job of verifying this statically.

Summary:
Ref T7522. This is mostly useful in the cluster, but could be useful for external installs too.
If you want to import an instance into a test/dry-run state (in the cluster, to test an import; in the general case, to do something like test new hardware or configuration), you currently risk spamming users with a lot of duplicate notifications. In particular, if Phabricator tracks remotes, both instances will continue importing commits and sending email about them. Both instances will try to publish to mirrors, too, which could be bad news, and both instances will try to update linked services.
Instead, provide a flag to let an instance run in "silent mode", which disables all outbound messaging and data.
We need to remember to support this flag on any new outbound channels, but we add about one of those per year so I think that's reasonable.
Test Plan:
- Flipped config.
- Saw it void email, feed and mirroring.
- Didn't test SMS since it's not really in use yet and not convenient to test.

External accounts (like emails used as identities, Facebook accounts, LDAP accounts, etc.) are stored in "ExternalAccount" objects.
Currently, we have a very restrictive `CAN_VIEW` policy for ExternalAccounts, to add an extra layer of protection to make sure users can't use them in unintended ways. For example, it would be bad if a user could link their Phabricator account to a Facebook account without proper authentication. All of the controllers which do sensitive things have checks anyway, but a restrictive CAN_VIEW provided an extra layer of protection. Se T3116 for some discussion.
However, this means that when grey/external users take actions (via email, or via applications like Legalpad) other users can't load the account handles and can't see anything about the actor (they just see "Restricted External Account" or similar).
Balancing these concerns is mostly about not making a huge mess while doing it. This seems like a reasonable approach:
- Add `CAN_EDIT` on these objects.
- Make that very restricted, but open up `CAN_VIEW`.
- Require `CAN_EDIT` any time we're going to do something authentication/identity related.
This is slightly easier to get wrong (forget CAN_EDIT) than other approaches, but pretty simple, and we always have extra checks in place anyway -- this is just a safety net.
I'm not quite sure how we should identify external accounts, so for now we're just rendering "Email User" or similar -- clearly not a bug, but not identifying. We can figure out what to render in the long term elsewhere.
