Summary:
Implements a new transaction - still TYPE_ACTION - but using a new DifferentialAction::ACTION_COMMIT_CLOSE. Augment rendering as necessary to display this new transaction. Saves enough information so T3686 is possible but stops short of implementing a popup to display this information. Fixes T5875. Ref T3686.
One small display oddity - this new transaction now renders at the top of the transaction group whereas when it was a comment it was on the bottom. I think this is basically okay but if not how fix? (Playing with the "strength" of these actions will mess up the email too?)
Test Plan: made a diff X that fixed task Y. committed. checked diff X, task Y, and the commit pages for proper transactions and all looked good.

Summary:

Currently, we're very conservative about sending errors back to users. A concern I had about this was that mistakes could lead to email loops, massive amounts of email spam, etc. Because of this, I was pretty hesitant about replying to email with more email when I wrote this stuff.
However, this was a long time ago. We now have Message-ID deduplication, "X-Phabricator-Sent-This-Mail", generally better mail infrastructure, and rate limiting. Together, these mechanisms should reasonably prevent anything crazy (primarily, infinite email loops) from happening.
Thus:
- When we hit any processing error after receiving a mail, try to send the author a reply with details about what went wrong. These are limited to 6 per hour per address.
- Rewrite most of the errors to be more detailed and informative.
- Rewrite most of the errors in a user-facing voice ("You sent this mail..." instead of "This mail was sent..").
- Remove the redundant, less sophisticated code which does something similar in Differential.
Test Plan:
- Using `scripts/mail/mail_receiver.php`, artificially received a pile of mail.
- Hit a bunch of different errors.
- Saw reasonable error mail get sent to me.
- Saw other reasonable error mail get rate limited.

Summary:
Ref T2222. This is the big one.
This migrates each `DifferentialComment` to one or more ApplicationTransactions (action, cc, reviewers, update, comment, inlines), and makes `DifferentialComment` a double-reader for ApplicationTransactions.
The migration is pretty straightforward:
- If a comment took an action not otherwise covered, it gets an "action" transaction. This is something like "epriestley abandoned this revision.".
- If a comment updated the diff, it gets an "updated diff" transaction. Very old transactions of this type may not have a diff ID (probably only at Facebook).
- If a comment added or removed reviewers, it gets a "changed reviewers" transaction.
- If a comment added CCs, it gets a "subscribers" transaction.
- If a comment added comment text, it gets a "comment" transaction.
- For each inline attached to a comment, we generate an "inline" transaction.
Most comments generate a small number of transactions, but a few generate a significant number.
At HEAD, the code is basically already doing this, so comments in the last day or two already obey these rules, roughly, and will all generate only one transaction (except inlines).
Because we've already preallocated PHIDs in the comment text table, we only need to write to the transaction table.
NOTE: This significantly degrades Differential, making inline comments pretty much useless (they each get their own transaction, and don't show line numbers or files). The data is all fine, but the UI is garbage now. This needs to be fixed before we can deploy this to users, but it's easily separable since it's all just display code.

I've migrated locally and put things through their paces, but it's hard to catch sketchy stuff locally because most of my test data is nonsense and bad migrations wouldn't necessarily look out of place.
IMPORTANT: I'm planning to push this to a branch and then shift production over to the branch, and run it for a day or two before bringing it to master.
I generally feel good about this change: it's not that big since we were able to separate a lot of pieces out of it, and it's pretty straightforward. That said, it's still one of the most scary/dangerous changes we've ever made.

Summary:
Currently, "Closed" and "Abandoned" are treated as "closed". I want to add a flag which treats "Accepted" as "Closed", too, for Asana and other companies who use an Asana-like workflow.
The background here is that their workflow is a bit weird. They basically do audits, but have a lot of things which Diffusion doesn't do well right now. This one change makes Differential fit their workflow fairly well, even though it's an audit workflow.
To prepare for this, normalize the definition of "closed" better. We have a few callsites which explicitly check for "ABANDONED || CLOSED", and normalizing this is cleaner anyway.
Also delete the very old COMMITTED status, which has been obsolete for over a year.
Test Plan: Browsed around most/all of the affected interfaces.

This commit doesn't change license of any file. It just makes the license implicit (inherited from LICENSE file in the root directory).
We are removing the headers for these reasons:
- It wastes space in editors, less code is visible in editor upon opening a file.
- It brings noise to diff of the first change of any file every year.
- It confuses Git file copy detection when creating small files.
- We don't have an explicit license header in other files (JS, CSS, images, documentation).
- Using license header in every file is not obligatory: http://www.apache.org/dev/apply-license.html#new.
This change is approved by Alma Chao (Lead Open Source and IP Counsel at Facebook).
Test Plan: Verified that the license survived only in LICENSE file and that it didn't modify externals.

Summary:
This adds:
1) A new "arc:lint-postponed" diff property which stores a list of
lint names that are postponed and a finishpostponedlinters conduit
method which removes linters from this list. Postponed linters are
shown in the lint details.
2) A updatelintmessages conduit message, which adds additional lint
messages to the "arc:lint" diff property.
In combination, this provides very basic support for running
asynchronous static analysis tools. When the diff is being created,
a list of asynchronous static analysis runs can be added to the
diff's postponed linters list. As these postponed linters finish
up, then can report new lint messages back to the diff then mark
themselves as complete.
The client is currently responsible for filtering the lint messages
by things like affected lines and files.

Used conduit call API to add lint messages and remove postponed
linters from a test diff.
