Summary:
Ref T6516. Although this behavior is somewhat-arguable as desirable, I think it's less surprising and more consistent to disable mentions when a repository is publishing.
In particular, if you import a repository developed on another Phabricator install, this stops all the `T123` in commit messages from creating mentions on your unrelated `T123` tasks.
We already disable autoclose, so `Closes T123` and `Ref T123` already have no effect, but a bare `T123` would generate a mention. Likewise, `@epriestley` would generate a mention.
If you import such a repository and then update it periodically, updates will activate autoclose and publishing (if you didn't disable them), but presumably this will hit a couple of tasks and you'll go change the settings if you forgot.
At some point, we may have some kind of use case for separating the "publish" setting into a "publish" setting and a "this is a local repository" setting. For example, if you work at Widget Corp, want to import Phabricator locally, //and// want to write Herald rules against it, you can't currently configure the repository to let you do all of this. But we haven't actually seen a use case for this yet.

Summary:
Ref T7298. We are currently inconsistent about when we publish feed, email, notifications, audits and Herald rules.
Specifically, there are two settings which impact these things:
- The "importing" flag, which is set when we're importing old commits.
- The "herald-disabled" flag, which was expanded in scope some time ago and now actually means "disable publishing".
Various parts of the pipeline were checking only one of these flags. Instead, all of them should check both.
(For example, we should never email users about importing repositories, nor trigger audits on them.)

Summary: Fixes T7088. Mainly this updates the documentation but I also snuck in tweaking how the domain reply handler is built. This does two main things -- makes the behavior consistent as some applications who didn't override this behavior would send out emails with reply tos AND makes it easier for us to deprecate the custom domain thing on a per application basis, which is just silly. On that note, the main documentation doesn't get into how this can be overridden, though I left in that mini blurb on the config setting itself. We could deprecate this harder and LOCK things if you want as well.

Ref T5702. This is a forward-looking change which provides some very broad API improvements but does not implement them. In particular:
- Controllers no longer require `$request` to construct. This is mostly for T5702, directly, but simplifies things in general. Instead, we call `setRequest()` before using a controller. Only a small number of sites activate controllers, so this is less code overall, and more consistent with most constructors not having any parameters or effects.
- `$request` now offers `getURIData($key, ...)`. This is an alternate way of accessing `$data` which is currently only available on `willProcessRequest(array $data)`. Almost all controllers which implement this method do so in order to read one or two things out of the URI data. Instead, let them just read this data directly when processing the request.
- Introduce `handleRequest(AphrontRequest $request)` and deprecate (very softly) `processRequest()`. The majority of `processRequest()` calls begin `$request = $this->getRequest()`, which is avoided with the more practical signature.
- Provide `getViewer()` on `$request`, and a convenience `getViewer()` on `$controller`. This fixes `$viewer = $request->getUser();` into `$viewer = $request->getViewer();`, and converts the `$request + $viewer` two-liner into a single `$this->getViewer()`.

- Fixes T4864. Currently, we try to parse Differential information even if Differential is not installed. Instead, do this only if Differential is installed.
- Fixes T5771. Currently, if we can't figure out who the committer/author of a commit is, we don't publish a `Fixes T123` transaction. Instead, fall back to acting as "Diffusion" if we can't find a better actor. Most of this diff expands the role of application actors. The existing application actors (Herald and Harbormaster) seem to be working well.

- Pushed a commit with `Fixes T123` and verified it did not generate email directly. (The task half of the transaction still does, correctly.)
- Uninstalled Differential and pushed a commit, got a clean import instead of an exception.

The transaction table stores one row per distinct effect (e.g., add CCs) rather than one row per user action (e.g., "add CCs + comment"). We can double-read that table as long as the code doesn't expect transactions/comments to have multiple different effects, and doesn't try to write any such rows.
Everywhere that we were writing a big "X + Y" comment, write two separate "X" and "Y" comments instead. Like D10023, this disrupts the UI a little (you get more boxes), but that will be resolved once the rendering code swaps over. Otherwise, this retains the existing behavior.
Test Plan:
- Used `diffusion.createcomment` to add comments, raise concern, and accept.
- Previewed commenting, adding auditors/ccs, accepting, raising concern.
- Actually performed commenting, adding auditors/ccs, accepting, raising concern.

Ref T4715. Some minor stuff I caught locally while poking around:
- Since we don't `GROUP BY`, we can still get duplicate commits. These get silently de-duplicated by `loadAllFromArray()` because that returns an array keyed by `id`, but we fetch too much data and this can cause us to execute too many queries to fill pages. Instead, `GROUP BY` if we joined the audit table.
- After adding `GROUP BY`, getting the audit IDs out of the query is no longer reliable. Instead, query audits by the commit PHIDs. This is approximately equiavlent.
- Since we always `JOIN`, we currently never return commits that don't have any audits. If we don't know that all results will have an audit, just `LEFT JOIN`.
- Add some `!== null` to catch the `withIDs(array())` issue that we hit with Khan Academy a little while ago.
Test Plan:
- Verified that "All Commits" shows commits with no audits of any kind.
- Verified that the raw data comes out of the query without duplicates.

In some applications, using `{V2}` syntax to embed a vote throws. The chain of causality looks like this:
- We try to render a `phabricator_form()`.
- This requires a CSRF token.
- We look for a CSRF token on the user.
- It's an omnipotent user with no token, so everything fails.
To resolve this, make sure we always pass the real user in.

Summary: Previously, you would not receive a mail message for the first comment you make on an audit, but you would for subsequent comments because everyone who's made a comment would be CCed on the email. This mirrors DifferentialTransactionEditor's getMailTo which always adds `$object->getAuthorPHID()`.
Test Plan: With self mail turned on, made the first comment on a commit and received an email for it. With self mail turned off, commented on a different commit and saw in `bin/mail list-outbound` that the message was voided.

Summary: Fixes T3857. Earlier work made this trivial and just left product questions, which I've answered by requiring the daemons to run on reasonable installs.
Test Plan: Ran `bin/search index` and `bin/search index --background`. Observed indexes write in the former case and tasks queue in the latter case. Commented with a unique string on a revision and searched for it a moment later, got exactly one result (that revision), verifying that reindexing works correctly.

Summary: Ref T603. Killing this class is cool because the classes that replace it are policy-aware. Tried to keep my wits about me as I did this and fixed a few random things along the way. (Ones I remember right now are pulling a query outside of a foreach loop in Releeph and fixing the text in UIExample to note that the ace of hearts if "a powerful" card and not the "most powerful" card (Q of spades gets that honor IMO))
Test Plan: tested the first few changes (execute, executeOne X handle, object) then got real mechanical / careful with the other changes.

This attempts some consistency in form layouts. Notably, they all now contain headers and are 16px off the sides and tops of pages. Also updated dialogs to the same look and feel. I think I got 98% of forms with this pass, but it's likely I missed some buried somewhere.
TODO: will take another pass as consolidating these colors and new gradients in another diff.
Test Plan: Played in my sandbox all week. Please play with it too and let me know how they feel.

- When a user does "Add Auditors", email the auditors.
- When a commit is commented on, email anyone in "concern" or "audit required" states.
@staticshock, my claim that I can't reproduce was crazy, I just have weird test data and read it wrong.

Ref T1205. Continuation of D5915.
Currently, `PhabricatorMetaMTAReceivedMail` has //all// the logic for routing mail. In particular:
- New mail receivers in applications must edit it.
- Mail receivers don't drop out when applications are uninstalled.
Applications have some logic in subclasses of `PhabricatorMailReplyHandler`, but this class is a bit of a mess. It is also heavily based on the assumption that mail receivers are objects (like revisions), but this is not true in at least two cases today (creating new tasks with `bugs@`, creating a new Conpherence thread) and likely other cases in the future (e.g., revision-by-mail).
Move this logic into a new `PhabricatorMailReceiver` classtree. This is similar to `PhabricatorMailReplyHandler` but a bit cleaner and more general. I plan to heavily reduce the responsibilities of `PhabricatorMailReplyHandler` or possibly eliminate it entirely.
For now, the new classtree doesn't do much of interest. The only behavioral change this diff causes is that Phabricator will now reject mail to an application when that application is uninstalled.
I also moved all the `ReplyHandler` classes into `mail/` directories in their respective applications.
Test Plan: Unit tests, used receive test to route mail to various objects.

- I used Omnipotent users when indexing objects for search. I think this is correct; we do policy filtering when showing results.
- I cheated in a bad way in the Remarkup object rule, but fixing this requires fixing all the PhabricatorRemarkupEngine callsites (there are 85). I'll do that in the next diff.
- I cheated in a few random places, like when sending mail about package edits. These aren't a big deal.

Prior to D5140, "PhabricatorAuditCommitQuery::STATUS_OPEN" was defined as "concern only". This didn't really make sense; we redefined it to "concern or audit required".
However, a couple of queries needed to be updated since they really meant "concern" even though they said "open".
I also switch the order of problem commits / audit required on the Audit homepage to be consistent with the bubbles on home.

The search indexing API has several problems right now:
- Always runs in-process.
- It would be nice to push this into the task queue for performance. However, the API currently passses an object all the way through (and some indexers depend on preloaded object attributes), so it can't be dumped into the task queue at any stage since we can't serialize it.
- Being able to use the task queue will also make rebuilding indexes faster.
- Instead, make the API phid-oriented.
- No uniform indexing API.
- Each "Editor" currently calls SomeCustomIndexer::indexThing(). This won't work with AbstractTransactions. The API is also just weird.
- Instead, provide a uniform API.
- No uniform CLI.
- We have `scripts/search/reindex_everything.php`, but it doesn't actually index everything. Each new document type needs to be separately added to it, leading to stuff like D3839. Third-party applications can't provide indexers.
- Instead, let indexers expose documents for indexing.
- Not application-oriented.
- All the indexers live in search/ right now, which isn't the right organization in an application-orietned view of the world.
- Instead, move indexers to applications and load them with SymbolLoader.
Test Plan:
- `bin/search index`
- Indexed one revision, one task.
- Indexed `--type TASK`, `--type DREV`, etc., for all types.
- Indexed `--all`.
- Added the word "saboteur" to a revision, task, wiki page, and question and then searched for it.
- Creating users is a pain; searched for a user after indexing.
- Creating commits is a pain; searched for a commit after indexing.
- Mocks aren't currently loadable in the result view, so their indexing is moot.
