Ref T12074. The "v3" API methods (`*.search`, `*.edit`) are currently marked as "unstable", but they're pretty stable and essentially all new code should be using them.
Although these methods are seeing some changes, almost all changes are additive (support for new constraints or attachemnts) and do not break backward compatibility. We have no major, compatibility-breaking changes planned.
I don't want to mark the older methods "deprecated" yet since `arc` still uses a lot of them and there are some capabilities not yet available on the v3 methods, but introduce a new "frozen" status with pointers to the new methods.
Overall, this should gently push users toward the newer methods.

There are a few major cases:
- Object is in a normal column: we return column information.
- Object is in a proxy column (subproject or milestone). For example, when you look at the board for "Some Parent Project", the task might show up in a milestone column. I've chosen to not return anything in this case: you can figure out that the task is there by looking at the project structure, and this is kind of an internal artifact of the implementation and probably not useful to callers.
- Project does not have a workboard: we return nothing.
These seem fairly reasonable, I think?

Ref T9058. The stricter filtering is over-filtering Handles. For example, in the Phacility cluster, users can not see Almanac services.
So this filtering happens:
- The AlmanacServiceQuery filters the service beacuse they can't see the application.
- The HandleQuery generates a "you can't see this" handle.
- But then the HandleQuery filters that handle! It has a "service" PHID and the user can't see Almanac.
This violates the assumption that all application code makes about handles: it's OK to query handles for objects you can't see, and you'll get something back.
Instead, don't do application filtering on handles.
Test Plan:
- Added a failing test and made it pass.
- As a user who can not see Almanac, viewed an Instances timeline.
- Before patch: fatal on trying to load a handle for a Service.
- After patch: smooth sailing.

Before this change, this fails:
- When querying projects, we sometime try to skip loading the viewer's membership in ancestor projects as a small optimization.
- Via `PhabricatorExtendedPolicyInterface`, we may then return the parent project to the policy filter for extended checks.
- The PolicyFilter has an optimization: if we're checking an object, and we already have that object, we can just use the object we already have. This is common and useful.
- However, in this case it causes us to reuse an incomplete object (an object without proper membership information). We fail a policy check which we should pass.
Instead, don't skip loading the viewer's membership in ancestor projects.

Summary:
Ref T8510. When users type "platypus" into a typeahead, they want "Platypus Playground" to be a higher-ranked match than "AAA Platypus", even though the latter is alphabetically first.
Specifically, the rule is: results which match the query as a prefix of the result text should rank above results which do not.
I believe we now always get this right on the client side. However, WMF has at least one case (described in T8510) where we do not get it right on the server side, and thus the user sees the wrong result.
The remaining issue is that if "platypus" matches more than 100 results, the result "Platypus Playground" may not appear in the result set at all, beacuse there are 100 copies of "AAA Platypus 1", "AAA Platypus 2", etc., first. So even though the client will apply the correct sort, it doesn't have the result the user wants and can't show it to them.
To fix this, split the server-side query into two phases:
- In the first phase, the "prefix" phase, we find results that **start with** "platypus".
- In the second phase, the "content" phase, we find results that contain "platypus" anywhere.
We skip the "prefix" phase if the user has not typed a query (for example, in the browse view).
Test Plan:
This is a lot of stuff, but the new ranking here puts projects which start with "w" at the top of the list. Lower down the list, you can see some projects which contain "w" but do not appear at the top (like "Serious Work").

However, the way projects were built put the tags first, so a project like "Discovery" could end up last if it had originally been created with a different name like "Search Team", so that its first slug is "search-team".

Summary:
Fixes T10912. When you drag tasks within a milestone, we currently apply an overbroad, API-focused rule and add the parent board's project. This logic was added fairly recently, as part of T6027, to improve the behavior of API-originated moves.
Later on, this causes the task to toggle in and out of the parent project on every alternate drag.
This logic is also partially duplicated in the `MoveController`.
- Add test coverage for this interaction.
- Fix the logic so it accounts for subproject / milestone columns correctly.
- Put all of the logic into the TransactionEditor, so the API gets the exact same rules.
Test Plan:
- Added a failing test and made it pass.
- Dragged tasks around within a milestone column:
- Before patch: they got bogus project swaps on every other move.
- After patch: projects didn't change (correct).
- Dragged tasks around between normal and milestone columns.
- Before patch: worked properly.
- After patch: still works properly.
Here's what the bad changes look like, the task is swapping projects with every other move:

The "every other" is because the logic was trying to do this:
- Add both the parent and milestone project.
- Whichever one exists already gets dropped from the change list because it would have no effect.
- The other one then applies.
- In applying, it forces removal of the first one.
- Then this process repeats in the other direction the next time through.

Summary:
Ref T6027. We currently have two different transaction types:
- `TYPE_PROJECT_COLUMNS` does most of the work, but has a sort of weird structure and isn't really suitable for API use.
- `TYPE_COLUMN` is this weird, junk transaction which mostly just creates the other transaction.
Merge them into a single higher-level `TYPE_COLUMNS` transaction which works properly and has a sensible structure and comprehensive error checking.
Remaining work here:
- I've removed the old rendering logic, but not yet added new logic. I need to migrate the old transaction types and add new rendering logic.
- Although the internal representation is now //suitable// for use in the API, it isn't properly exposed yet.

If you create a task elsewhere and tag it with the board, you were subject to the whims of the layout engine and it would generally end up on the bottom.
Instead, make the rules consistent so that "virtual" positions (of tasks which haven't been committed to a particular position yet) still float to the top.

Ref T10349. Columns have the same policies as the projects they belong to.
However, the current implementation just returns the policy directly. This usually works, but if the project has a policy like "Members of (This) Project", the policy filter tries to check if the viewer is a member of //the column itself//. That doesn't work, since columns don't have members. This leads to a situation where columns on "Editable By: Project Members" projects can not be edited.
Instead, return a permissive base policy and then use an extended policy to bind the column policy to the project policy.

- Edited a column on an "Editable By: Members of Project" board.

- Create a new project, import columns from the first project.
- We incorrectly import empty columns for the subprojects/milestons.
Instead, skip proxy columns during import.
Also, allow "hide column" to continue on missing fields, so columns with no name can be hidden.

- If a result (like a milestone) has no primary hashtag, try to fill in a secondary hashtag.
- If we can't find any hashtag, don't return the result.
This produces these behaviors:
- By default, you can't autocomplete milestones.
- If you give one a hashtag, you can.
We might want to give milestones "special" hashtags eventually (like `#xyz/33`) but this fixes the confusing/broken behavior in the UI and we can wait for a better use case for letting you autocomplete milestones, I think.
Also, don't try to cycle hashtags when renaming milestones. This was a little inconsistent before.

- Autocompleted normal projects.
- Autocompleted milestones with explicit hashtags.
- No autocomplete entry for milestones with no special hashtags.
- Used normal typeahead to get tag-less milestones to make sure I didn't break anything.

Summary:
Fixes T6641. This allows users who have permission to edit a project to use "Save as Default" to save the current order and filter as defaults for the project.
These are per-board defaults, and apply to all users. The rationale is that I think the best default ordering/filtering depends mostly on the board, not the viewer.
This seems to align with most requests in the task, although rationale is a bit light. But, for example, it seems reasonable you might want to change the default filter to "All Tasks" on a sprint board, so you can see what's in the "Done" column.
This also fixes some minor issues I ran into:
- Herald could hit an issue while checking permissions if the project was a subproject and a non-member had a triggering rule.
- "Advanced filter..." did not prefill with the current filter.

- Set default order and filter on a workboard.
- Reloaded board, saw settings stick.
- Tried to edit a board as an unprivileged user (disabled menu items, error).

Fixes T8197. Currently, if you priority-sort a workboard and drag a card to the top or bottom, we change the priority even if we do not need to.
For example, if the lowest priority in a column is "Low", and you drag a "Wishlist" task underneath it, we incorrectly increase the priority of the task to "Low", when we do not actually need to touch it. This is bad/confusing.
A similar thing happens when dragging a "High" priority task to the top of a column where the highest priority is currently "Normal".
Test Plan:
- Create a column with a "Normal" task.
- Sort workboard by Priority.
- Drag a "High" task above it. After patch: task still "High".

Ref T4900. To eventually support realtime board updates, we need to be able to perform a board state update without the context of the action which caused it.
For example, if the server says "update card Y", we need to know what to do without being told "card Y was moved from column A to column B" explicitly. Currently, all the update code relies on knowing what happened and which nodes were affected.
This is only a small step forward, but starts making things a bit more independent and consistent.

Ref T4900. Broadly, workboard state management is fairly ad-hoc now, which makes things like this (where some kind of edit affects global state) difficult:
- Updating points header to reflect a sum change after dragging a task.
- Changing progress bars after editing a task to change resolution or points value.
- Moving a card to the correct column after editing it and changing subprojects/iterations.
- Responding to real-time notifications about other users moving cards.
This begins rewriting the code in a way that can better accommodate these kinds of far-reaching state update.
This change just moves cover image stuff. I'll continue moving features one at a time until boards work better.

Summary:
Fixes T7410.
- Adds a "Disable Workboard" action to the "Manage Backlog" menu.
- We'll probably move this somewhere else if/when that column gets too messy.
- Disabling a board hides it, prevents it from being recreated by non-editors, and hides the "Project (Backlog)" annotations.
- Resotring a board puts it back in pristine condition.

- Viewing an empty board with milestone columns did a meaningless edge query. Don't do that.
- When creating the first milestone of a parent, force the indexing engine to rematerialize it inline. This sets `hasMilestones` properly. Otherwise, the daemons may take some time to fix this in the indexer.

- Viewed an empty board of a project with a milestone.
- Viewed a normal board.
- Created the first milestone of a project with a big queue of daemons, saw project state immediately fully reflect the project having milestones.

I think there is also an argument for disabling "Members", but that panel is a little less useless and explains the membership rule, so I'm less certain about removing it. I do generally lean toward removing it at some point, though.

Summary:
Ref T10010. This is a precursor to D15171, which I'll eventually rebuild on top of these changes.
Currently, ColumnPositionQuery does a lot of "column layout" stuff that's very similar to the Milestone/Subproject stuff that needs to happen in D15171. The current approach there ended up splitting this layout stuff across two unrelated classes (ColumnPositionQuery + BoardViewController), neither of which is a particularly great place to do it -- the Query is too low-level, and the Controller is too high-level.
Instead, introduce a new "LayoutEngine" which does all this layout stuff. Swap two of the four places that we query this stuff over to the new engine:
- "Project (Column)" on tasks.
- Transaction generation when moving cards.
These sites aren't swapped by this diff, but will be by the next one:
- Actually applying transactions.
- Main layout for boards (this could swap easily now, but applying transactions currently relies on position writes having taken place, so it can't swap until the other one swaps).
Once everything is swapped over, I should be able to add the D15171 logic to LayoutEngine instead of BoardViewController and end up with a cleaner approach overall.
One particularly benefit is that //looking// at a board won't do a bunch of position writes anymore, which wasn't a big deal, but which I was a bit uneasy with.

- A task can't be in Sprint 3 and Sprint 4.
- A task can't be in "A" and "A > B" (but "A > B" and "A > C" are fine).
- When a user makes an edit which would violate one of these rules, preserve the last tag in each group of conflicts.
